OREGON STATE BAR'S STRATEGIC TECHNOLOGY DECISION

Selection of Clearview Application Driver™

Oregon State Bar
CASE STUDY

Overview
The Oregon State Bar (OSB) licenses and regulates Oregon's lawyers, and administers the lawyer discipline state system of. Additionally, OSB provides a variety of services to help the public understand and access the justice system. Finally, it offers numerous programs, including continuing legal education, to enhance the service and professionalism of its 13,000 member lawyers.

The Oregon State Bar had a specific need to upgrade its legacy in house developed legacy software modules. These modules needed to be able to interface with all the Windows based office applications used in the day to day operations of serving its more than thirteen thousand members throughout the state. OSB selected their longtime support partner WAM Software, Inc., who was also a Clearview Platform Partner, The following was accomplished using the Co*Star Application Driver™ technology.

WAM Software utilized many of Co*Star's standard features of Co*Star, such as HotSpots, Button Bars and Application Program Interface (API) calls to bring a Windows look and feel to the hundreds of menus and screens within the legacy system modules. New features and enhancements were added such as buttons on the membership inquiry screens that pop up a pre-addressed Outlook Email or Fax window and sitting on the Subject line ready for input. When the item is sent, control is returned to the original application. If the member's picture is on file, it is displayed on the main inquiry screen. All buttons and hotspots respond to the mouse click or keyboard input. Other API calls through the use of buttons on the screen are "clipcopy" and "clipsend" allowing areas of the screen to be captured (copy) or data to be assembled from data base files (send) and placed on the windows clip board for pasting data to other windows applications.

WAM developed a visual basic program for input strings that bring up the field loaded with the current value selected just like Windows and allow cursor positioning, insert, delete or complete replacement of the field. This window can be placed anywhere on the screen, contain multiple lines with scroll bar, facilitating true windows text input to PICK legacy applications.

Since Co*Star Window platform enabled the OSB legacy application other software development options were now available to WAM developers. WAM was able to develop a solution for automating email and fax responses for the legacy application.

Throughout the legacy modules, expensive mailed notices were replaced with automatic email or faxed responses when the member has an email address or fax number. If both of these options are not available the confirmation is printed on letterhead ready to be mailed. Currently Continuing Legal Education (CLE) program registrations and Season Ticket purchases are confirmed using this method. Membership fee receipts and Minimum Continuing Legal Education (MCLE) reports are also sent electronically. The Lawyer Referral program will be next in line for retrofit to electronic communication. Several hundred electronic confirmations, receipts and reports are sent everyday.

The final result has brought a Windows look and feel to all the tools that the Oregon State Bar provides to its employees. This has empowered employees to provide better service and faster response to the member requests.
